I have also served outside formal employment which also follow below the employment brief. In the course of my employment, I had opportunities to travel to outside countries and benchmark with related agencies and departments in those countries. Countries traveled to include: United Kingdom, Malysia, United States of America, Lesotho, Kenya, Tanzania and Malawi
I am now retired from formal employment, but not yet tired to serve. I have small gardens that I take care of around home, and other responsibilities to family and friends

Justine specializes in Public Policy and Planning and Public Financial Management and currently pursuing a Ph.D. in Public Policy and Administration and majoring in Policy Analysis; Walden University, USA. Justine has also a Master’s of Science in International Development from the University of Manchester, UK and a Master’s Degree in Business Administration of Makerere University. She is a member of the African Evidence Network (AfrEN), African Gender Development Evaluation Network (AGDEN), European Evaluation Society (EES), African Evaluation Network, Uganda Evaluation Network, Fellow of the Association of Chartered Certified Accountants (UK), (ACCA), a Chartered Accountant of the Institute of Certified Public Accountants of Uganda, CPA (U), a Certified International Evaluator and a Trainer of Trainers in Transversal Themes (gender and equity, child rights, environment, HIV/AIDS) and a certified Project management Professional. Justine has over twenty years of extensive experience in many areas that include; strategic planning, policy planning and management, evidence informed decision making, project planning and management; monitoring, evaluation, learning, planning and reporting and communication; audit; performance assessment and management; quality assurance; educational management and leadership; financial management; gender and equity, child rights, environment, HIV/AIDS and entrepreneurship. Justine is a part-time lecturer (weekends) at the Uganda Technology and Management University (UTAMU) in the Department of Monitoring and Evaluation.
She possesses over twenty years of programme experience and consulting with many organizations both in Uganda and other countries like South Africa, Ghana, etc. She has worked for and consulted with Civil Society Organisations, Government Ministries, NGO’s both local and International Organizations like UNDP, EU, World Bank, USAID, African Development Bank, Africa Capacity Building Foundation and The Parliamentary Centre, Ghana. She has been part of several multi-disciplinary teams that have executed various assignments in Uganda and outside Uganda.
Justine has excellent conceptual and analytical skills and is well versed in the area of generic programming and capacity building. Justine also has excellent networking and relationship skills in addition to possessing excellent oral and written communication skills with proven ability to produce timely lucid and succinct reports in English.
